im new at using freescan  were do you Set tgID Format for a p25 system is it dec or hex ?

Although I understand that the XT scanners can use hex notation, I don't believe FS supports it. Most will use the decimal notation simply because it's more readily understood.

The hex notation as found in the RadioRef databases is also for certain GRE scanners as well as professional (i.e. Motorola) radio programming
