I had this question posed to me and I don't have a subscription to RR so can't help much:

I am using Freescan and want to place the ATF and DEA freqs on my scanner.  I know they are in the database on Radio Ref, but cannot seem to find them using freescan.

When I just browse RR I find them....what is the deal?

Operator error I know!

Yes, they are under Louisiana > Fed Government agency.
